#962 - Implement a Data Warehouse

Ongoing.  We continue to work with IA to bring in new fields to support reporting needs within the data warehouse.  Created a new dimension for SEP attendance tracking along with the ETL processes to bring the data in daily.  This process has been established to support SEP reporting.
